A doctoral student in the Department of History at the University of British Columbia, Chow focuses on the contemporary political history of Hong Kong. His research areas include the memory politics of Hong Kong, the decentralization of activism, the Umbrella Generation, issues of colonial identity, and the rising nationalism of Hongkongers.

Since participating in the Anti-National Education Movement in Hong Kong in 2012, he has been involved in the Hong Kong Democracy Movement in various capacities, including as president of the Student Union of the Chinese University of Hong Kong, elected representative for the Hong Kong Federation of Students, and secretary–general at a pro-democratic political party. In March 2021, after organizing the Hong Kong Civil Deliberation Platform, he left Hong Kong and went into exile in Canada after receiving threats from the Chinese Communist Party.
